The high cost of phone Calls to Palestine

I know this is an old/new topic.

I am wondering who is responsible for the very high rate of connection fees to the Palestinian telecom networks, is it the regulator (the ministry) or the operators or the "Occupation" !!

Looking at the rates to call Palestine using google hangouts for example, I found the following cost: 

Calling Palestine Mobile: 30 cents, while Israeli mobile 13 cents

Calling Palestinian Landline: is 30 cents, while Israeli landline is 3 cents 

We face the same problem in normal phone to phone calls.

Nowadays, it is known to everyone that people rely on (skype, whatsapp, hangouts, viber,..etc) to call their beloved ones home, that should be a reason for our telecom operators and regulator to reduce connection fees which is the reason behind the high price of the incoming calls to Palestine !!
